Since 1990s, school-based training have started in our country quietly. In 2001 our country started the new turn elementary education curriculum to reform, school-based training arouses elementary and middle schools' widespread interest. In recent years, many public figures have done the massive research to this area, and it has acheived very many results. But generally speaking, both theoretically and practically has some problems: fuzzy understanding to the school-based training concept, insufficiently and accurately understand to its characteristic comprehensive; The school-based copy training has some implementation and management existence certain awareness; The practice lacks the theory the instruction and so on. This research attempts to clarify to the school-based training fuzzy understanding, cause the related theory to instruct the school-based training in the practice. Using the method of researching, comparing test and the survey procedure. This research obtains the achievement includes: carriing on the analysis and the limits to the school-based training concept, summarizing its characteristic and the principle; then, proposing some implementation strategy and the management measures, and carrying on the analysis to these strategies and the measure theory basis, thus it is operational and the validity.
