Currently, academic history and secondary education explore a lot of issues on how to implement the teaching of history "quality education" in western poor areas of China, but mostly in the schools for all grades standpoint. Lintao County schools in this paper "non-graduation" as a starting point be explored. This paper is divided into three parts, mainly as follows.The first and second part is the questions to put forward and the purpose, significance, methods of the study. With western rural economic development, basic education has been developed. Meanwhile, a new round of the curriculum reform initiated by the "quality education" to the teaching of history has made new demands. In the current teaching of history, "non-graduating class" of history teaching was neglected. Therefore, attention to the "non-graduation" of the history teaching is the "quality education" the best choice. Lintao County is a typical agricultural county in the west, with a long history, splendid and rich culture and ancient monuments is well-known throughout the county and the cultural. However, PLC Tao's educational achievements (scored as an example) are not satisfactory. Therefore, the Lintao County concerns "non-graduation" of the teaching of history is of great practical significance.The third and fourth part is the "non-graduation" survey of teaching history and analysis in country schools. According to surveys, Lintao County "non-graduation" of history teaching in secondary schools and the status quo is a certain gap between the requirements of quality education, the basic situation is as follows :In accordance with the basic school "programs" and "curriculum standards" to create the history lesson, with teachers of history. But school leaders attention is insufficient, a lot of measures merely in words. Small contingent of full-time teachers, part-time jobs, own less, 83 more.
