Education is a cause which keeps altering and developing. In the early 21st century, improving teachers'level of specialization has become the common trend in global education. All the nations are continuing to upgrade teachers'educational qualifications. Under the new situation, the contents of teachers'scientific and cultural qualities have been endowed with new implications. According to the previous teacher-training pattern, normal school students are merely trained to be pedagogues in one or several subjects, which can't meet the needs of the society already. All the countries attach great importance to the cultivation of all-round, well-integrated and innovative teachers who can combine theory with practice, teaching with life. In addition, with the deepening of educational reform, our country pays more and more attention to the research of educational science, and presents the demand for training scientific research teachers. In recent years, the normal education in our country has achieved the fundamental transition from third class to second class. In some economically developed regions, the transition from second class to first class has begun. Without doubt, the normal education in our country is relatively backward and the general level of elementary educational faculty is not high. Many of the issues, which arise in teaching practice, are closely related with the imperfect teachers'qualities. The universal problems of primary-school teachers are the deficiencies of advanced educational theoretical knowledge and scientific research ability, the outdated knowledge structure, the inadaptation to the need of quality-oriented education, the low ability level of computer , English and employing modern educational technique, the lack of comprehensive ability, especially comprehensive liberal arts and comprehensive science, and the great difficulty in establishing selective courses and activity courses. Although normal school graduates show certain superiority in computer, English, language expression, employing advanced teaching media, positive attitude to life, specialized knowledge, etc., they have clear deficiencies in knowledge structure and integrated quality, i.e."the lack of professional dedication and the educational distraction of some normal school graduates; the deficiency of the ability to organize and manage classes or teams; the low ability level of preparing coursewares; the shortage of educational theoretical knowledge and scientific research ability; the weakness in psychological endurance, etc."Besides the quality of the source of students, training pattern and internal management, there exist different reasons for this situation, such as the adverse effects of social environment and the pressure of employment, which are the important factors.
