The college teachers, as human resources, are the most important one in college education resources, thus to perfect the development and management of the college teacher human resources are the keys to deepen personnel system reform, to improve teacher structure, and to raise the quality of education and the benefit of running a school.The focuses of this thesis are the college teachers and the college management. The thesis will use the theories and methodologies of Management science, Management psychology, Development and management of the human resources, Educational administration, Behavioral science to reveal the practical problems in the development and management of the college teacher human resources. Moreover, the thesis will analyze and figure out these problems. Finally, I can reach an enlightenment to put forward the strategies for the development and management of the college teacher human resources.The characteristic of this thesis is to apply the present idea of human resource management into the case analyses of the management of Chinese college teachers. The thesis found some problems from the perspectives of quantity, quality, professional title structure, educational level structure and age structure. At the same time, the outdated teacher management idea and the backward system can't meet the needs of the society and the college self-development. So the thesis realizes the significance of the development and management of the college teacher human resources.According to this, the thesis raise a new idea that teacher is the number one human resources of the college and such countermeasures― change the administrative trend in the teaching and researching, establish a teacher centre management thinking, heighten the meaning and method of teacher morality construction, carry on overall planning and implement on-the-job training, use reasonable mechanism to guide the college teacher shift, improve the college teacher achievement evaluation mechanism, reform teacher professional title evaluation and appointment mechanism and establish an effective stimulation mechanism.
