With the rapid development of modern distance education, it is very important to study how to guarantee the the quality of online education. Scientific and reasonable evaluation of students' learning behavior and learning results can efectively promote students' learning, as well as guarantee the quality of online education level. However at present, most domestic network teaching platforms mainly focused on the realization of teaching and communication. The control and evaluation of the study behavior about the learners is seldom paid closed attention. So it is worthy to deeply study that how to realize the evaluation of study behavior about the learners under the network environment.Firstly the paper analyzes the basic theroy such as network study, web-based learning evaluation, formative accessment etc. and sets up a web-based learning evaluation system that combines qualitative and quantitative method. By analyzing questionary,it sets up an evaluation index system suitable for the current network teaching platform in BeiJing jiaotong university and confirms the power of the index by analytic hierarchy process. After compared several education evaluation methods, at last it adopts Fuzzy Synthetic Evaluation to synthetic evaluation.Secondly, the paper put forwards the whole design thinking of web-based learning evaluation system on the basis of fully understanding the network teaching platform of Beijing Jiaotong University, and designes the evaluation system in detail from total frame, function module etc. Based on the requirement analysis and detailed design, using Java to relize the key module of the system. The end user can conveniently and flexibly configure, alter evaluation parameter, such as the evaluation index and the index power etc. and realize the synthetic evaluation of the behavior about the learner, give the feedback of the result.Thirtly, this paper analyzes an accessment in stance.Finally, the paper summarizes the whole work and gives several suggestions for further research.
