Some western developed countries have experienced a relatively longer road of exploration on the theoretical research and constructional practice on nonprofit organizations. The nonprofit organizations in western counties as the independent corporate entities, have achieved the substantial results, regardless the developing level , government management ,regardless the practical operation or the theoretical research. However, nonprofit organizations the still stay in a relative low level in practical construction, theoretical research, internal operation and external management , especially in supporting process ,the theoretical research on with the roles of the government should play is still blank . This does not tally with the advancement of market reform in marketing domain and with that of democracy construction in political domain. Because our reformation has entered into a met developing stage in with society field becomes the main reforming subject. That in to say , the reformation in society field will become the"bottleneck"with lead our reformation unceuing going forward .And therefore ,the research on the organizations development and in with what roles government should play ,and on the county through the research to promote the development of the organizations and the advancement of the reformation ,have become our today′government , esp. the academic circles the most urgent mission.In the light of the necessity and urgency of the organizations in our country′economic and political reformation ,the author proceed from the practices of our country ,draws lessons and contrast with this causes of apprcance and development ,and the results of theoretical research . And therefore the author again defines the concepts, natures , behavioral features of our country′nonprofit organizations. Meanwhile through a large number of contrast by diagram, their present developing situation as well as the deep problems has been analyzed deeply. The auth thinks that because of it the subjective and objective causes in history and reality ,our country′nonprofit organizations existance and development are receive multiple restricts form in and outside of the system; while these restrictive factors have a connection with the government′s roles playing in the process of support and cultivation of the organizations . And the nonprofit organizations in our country are not really the corporate entities on strict significance, and do not realize true independent status of a legal person, since our government puts double managing system in them . Therefore, in order to support and cultivate their rapiod and healthy development, the government must remoud the roles of themselves, construct the new relationship between the government and the nonprofit organizations, by reinforcing legislation, complete administration , financial resources, manporver and material resources , and by making preferential tax treatment . Thus a good political, economic and social developing environment is established for developing nonprofit organizations. And they improve their independent character and receive a corporate capacity. Through the above mentioned measures, the organizations are cultivated into the maximum assistant, cooperator and competitor that government provides for society, i.e. the government in the process of promoting the development of the organizations plays the multiple roles of director, servant, cooperator, competitor etc . Only so, the nonprofit organizations in our country can effect the social functions with the Chinese characteristics.
