Study On The Development Strategy Of Cooperation Between Industry And Education In China

In the Report of the 15th National Congress of CPC, our chairman Jiang Zemin pointed out that "we should deepen scientific and technological and educational system reformation, promote the economic combination with science and technology and education." According to the practical condition of the universities, in the Report of the 16th National Congress of CPC, Jiang Zemin definitely pointed out that "if condition permitting, our research institutes and colleges should cooperate with enterprises in different forms. The method of cooperation between industries and universities can solve the problem of division and dispersedness existing in the scientific and technological and educational system".Our national educational strategy is insisting on the educational combination with production and social practice. This means that our education should adapt not only to the demand of social production, but also to the demand of the practical society and life. In order to improve the combination of education and production to a new level, the cooperation between industry and education is a new form of the combination of education and social production and practice under the new condition.Co-operative education is a new education model. As a result of cooperation between high-schools and various segments of society, co-operative education can combine classroom learning and work experience to cultivate students practical experience and encourage innovation in both arenas. Co-operative education can draw on the advantages of both university and enterprise; hence it will raise the quality of talent that is available to society as a whole. This is a new mode, which is in accordance with the current development rule of economy and technology, and the trends of international education reform and development. The current goal of higher education reformation is to further develop this new co-operative mode, which will actually be significant in helping to train up-and-coming talent.This dissertation is assisted by the project of UNESCO Chair at Beijing Jiaotong University on cooperation between higher engineering education and industries. This paper analyzes the general situation of talent cultivation by co-operative education in China and abroad. Based on this theory, the paper illustrates how co-operative education cultivates talent in university through working with enterprise from the point of view of system theory, and explains its connotation and function. The thesis studies the innovation on running mechanism and practical models, by analyzing the theories of the cooperative education system, combined with the specific situation of our country, applied to the Beijing Jiaotong University Software College, and applying the experience that co-operative education can bring. Finally, the thesis brings out many policies, regulations and propositions to help the co-operative education research evolve.
