Research On The Comparison Of Two Reforms Of High Education Management System After P.R China's Establishment

High education system reflects the relation between the organization of high education and it's inside factors. It restricts the development of high education and the fulfilment of it's functions directly. In this way, the system of high education is the most important factor during the process of reform and development of high education.It has great meaning that could also impact the whole and the overall situation of high education,whereas the reform of high education management system is the most important and difficult point in the reform of high education system. A better management system of high education can make high education give the society a good service.During the primary period of 1950s and the middle and later of 1980s, our country have carried out two large-scaled reforms after the establishment of People's Republic of China. At the primary period of P.R China, our high education management system was consolidated by Central Government and consigned to each legal administrative region.After 1952's adjusting, it gradually formed a system of Central Government departments and Provincial Government investment and management respectively.Each high school had a subordinated relationship clearly nearly 40 years.The were called Education Ministry high school, Central Government Department high school and provincial high school, and this system was called "slip and block" management system.During a long period of practice,this system had appeared a kind of inherent backstraw.In this case,the two forms of high education management system has been occurred again. The scale,power and influence of the two reforms was little because the planning-economy system,so there were little result.Until the establishment of the reform of socialist marketing economy system,each department of Central Government has changed it's institution and function. The target of reforming "slip and block" management system has been pointed out again and was approved.This is the fundamental reason of the success for the two reform of high education management system.Till now,the reform has already gained a certain success,and it still exposed some problems.This research began with the relationship of high education management system and society political and economical system,analysing, discussing and contrasting the historical experience of the two reforms of high education management system,thereby put forward inspire,reference and forecast of the development tendency.
