Higher Vocational Education is the new educational form to meet the needs of the development of the socialist economy. It is the senior high school stage and is the necessary part of the Chinese higher education. To constructing province of Strong Higher Vocational Education is the necessary to realize the province of strong Higher Education and to economic development in the long term. So, it is important to know about the new educational forms.In china, in recent years, under the leading of the Center and the State Council, Higher Vocational Education has experienced rapidly development. At present, not only the number of schools, but also the number of students, is the half of the whole higher education. Although the Higher Vocational Education has developed rapidly, the corresponding theory has been lagged. It can not solve the problem which met. And the present studies about Higher Vocational Education are mainly concentrated on the summary of the trainmen cultivation model of China and other countries.In this paper, with the way of literature study, comparative research, it compares the specialty setup and curriculum setup of the Higher Vocational Education in regular or in independent, which all can not suit to the development of the Higher Vocational Education.By case study method, investigation method, it refers to the common problems of this two kinds of college and analyses the differences of those in order to find the reasons, suggest possible solutions to the problem, so as to, it can give the orientation for the development of Higher Vocational Education in Shaanxi province.
