Generally speaking, professional qualification is established in industry which is related to national benefits, public property security, or is characterized with high applicability and expertise. Vocational qualification system is a national approach of public management. It is effective both in evaluating and cultivating professional resources and in stimulating talents, and therefore it is important to the orderly development of relative industry.Being an important function of vocational qualification system, personnel appraisement has a strong vitality.
