At present stage, the reform and opening-up of China steps into a transitional period. The government, especially the education administrative department, is assigned the strategic task to enhance the reform in governing structure, and to construct an administrative and service framework in the field of public education. The major issue to be solved turns out to be the coordination and cooperation among the three fundamental parties in basic education; that is to say, the government, the school and the society. How should we define their respective roles and duties? Obviously our final goal is to transfer the function of the government. Experience from developed countries shows that a solution may be reached by fostering social professional organizations, by establishing a cooperative and complimentary relationship among the three parties, and by renewing the operating system. Taking advantage of comprehensive reform package, the education administrative department of Pudong New Area carries out vigorous reforms. By developing an integrated mechanism of administration, management and evaluation, Pudong searches for a new governing system. It will give guidance to further reforms and bring diversification to basic education.This article refers to modern theories of public administration, non-governmental organization and governance and good governance. After an analysis of the development of social professional organizations in the developed countries, the author thoroughly explores the situation in Pudong, and then put forward a few suggestions.
