The higher education of China has been in the period of popularization. The higher education popularization means not only the addition of absolute value of population number of those who received higher education, but also means the distribution of sex, class, area should be set up on the basis of equitable principle. Therefore, there is the inseparable relationship between higher education popularization and the notion of education equity. The equitable principle is the starting point of higher education popularization. It improves the development of higher education. We must attach great importance to the question of higher education equity.Higher education equity is the aim of education development. It tends to be the center of social life and the important presupposition of constructing harmonious society, acting as the extension and the reflection of education equity. The higher education equity is an effective measure of realizing harmonious society. For one thing, the extension of China education scale offered more opportunities for people together with the popularization of China higher education. For another thing, it makes the question of higher education equity a social focus and aroused redoubled general concern together with the addition of the increase of students'number who received higher education. Higher education also devoted major efforts to spreading the function of higher education and to continuing society and improving individual development. It is an indisputable fact. The reason is that there exists higher education unfairness at present. Such unfairness may have negative influence to the construction of harmonious society. We must recognize its characteristic of history, class, relativity, unity and coherence, and dynamic state if we are to master higher education equity.The author here tries his best to inspect from the higher education starting point, process and result, in order to see through the question of unfairness of higher education in China at present and makes rational cognition and thinking to the unfairness together with expressing and analyzing its influence to harmonious society thus to find a way to give answer to such a question.
