In the key period of the economic and social development in our country, our Party puts forward the target of building the socialism harmonious society which is very significant, it is in once great practice of Marxism-Leninism , Mao Zedong Thought , Deng Xiaoping Theory and the important thought of the "three represents" theory in our country. Harmonious society is impartial just society first, and the education is "the greatest tool" of realizing the society equity. At the same time, the social harmfulness of the unfair education is as plain as the nose on one's face, therefore promoting education equity is very important to realizing society equity, to structuring harmonious society to have therefore. The train of thought of the full text is "putting foreword a question-analyzing the question-solving the question". We must know the fundamental theories if we want to study on the problem of the education equity, the fundamental theories includes the connotation and characteristic of the equity, the connotation and characteristic of the education equity, the relationship between the education equity and the education efficiency. Speaking simply, education equity refers to the cognition and value judgment of the allocation of the education resources and the supplies of the education opportunities, it includes right equality and chance equality of the education, whose core is the equity of the educational opportunity, the right equity of the education is the equity in education field that is embodied by the equity of the politics and the economic field. The opportunity equity of the education includes three arrangements of ideas mainly: starting equity, process equity and result equity. The characteristic of the education includes the historical characteristic, the characteristic of the absolution and the relativity, the characteristic of the subjectivity. The education equity and the education efficiency are related with each other as a whole, but the education equity and the education efficiency is really not contradictious, their concept and range related to by each are different. We should analysis the current situation of the education equity after having knowing the fundamental theories, on one hand, we should know the efforts and the achievement of the education that our government made, and on the other hand we also ought to know the unfairness of the education. The efforts and the achievement of the education include: 1.the legal safeguard of the education equity.2.the main education policy in contemporary china.3.helping the poor project organized by our country. The education unfairness shows in the respect of four: 1.the disparity between cities and countryside.2.the disparity between regions.3.the disparities between social stratums.4.the disparities between schools. The reasons of the education fairness include mainly historic cause, the system factor and the market mechanism cause. The historic causes include mainly: 1 .the city and the countryside dual system causes the education development to be unfairer.2.the unbalanced economic and social development. The system causes include mainly: 1.the disposition of the education recourses is unbalanced. "The orientation of the city preferment" in the education policies.3.the elite education policy implemented for a long time.4.the higher education charge system. The market mechanism causes include mainly: 1.the market mechanism causes the weak regions, the weak school and the weak crowd. 2. the folk capital that pursue profit possibly influence the education equity and the public interest.3.the education departments and the schools pursue the efficiency so as to influence the education equity. All above introduce the reason of education unfairness. Since education equity is the foundation stone of structuring harmonious society, it is time to adopt measure to solve the problem of the education unfairness. First, we should grasp connotation and characteristic of harmonious society all round. Second, we ought to make sure the government's responsibility in the process of solving the problem of education equity. The education equity should become the government's foundational theoretical demand. The government should not harm the education equity. Third, we should grasp concrete measures to promote the education equity, the measures include mainly: 1.enlarge the government education financial fund investment.2.speed up the integration between cities and countryside, eliminate the dual system.3.the education politics should shift from elite education to the public education.4.establish the system of compensating the weak.5.make the public education policy incline.6.strengthen the supervision about the education corruption and the education privilege. All above, we know the fundamental theory, the situation of the education equity, the reason of the education unfairness and the measures of solving the education unfairness, all of those explain that the problem of the education equity originates from the public policy, in order to solve the problem of the education equity well, we should start with policy first.
