Social equity is the inherent need of socialist harmonious society .The accomplishment of educational equity is the foundation stone and the direct reflection of maintaining and promoting social equity. The educational right equity and the just distribution of educational resource not only influence the living and developing of individuals, but also concern the social progress and prosperous.The situation of Chinese education shows: the regional difference of educational development is large, the distribution of educational resources is uneven and the educational right of vulnerable groups can not be ensured. The education equity problem has become one of the social problems ,which need to be resolved urgently。Recent years, many scholars paid close attentions to this problem and put forward some countermeasures to resolve it.This paper focuses on the educational equity problem in the background of constructing harmonious society, which is divided into four parts:First,interprets the meaning of studying educational equity problem,summarizing the articles in this fields ,and then clarifying the essay's standpoint and study methods.Second, combining the sociology theory with the time background of constructing harmonious society, this part discusses the relations between educational equity and constructing harmonious society.Third, systematic describes the present situation of Chinese educational equity from three dimensions: the educational development levels of different regions, between urban and rural are unbalanced;the distributions of educational resources among schools are unreasonable;The obtainable educational opportunities among different groups are unjust.Forth, analyzes six institutional cause existing in the present Chinese educational equity problem :the value orientation of elitist education;"the urban orientation"promoted by household registration regulatory regime;the distribution of educational resource, such as educational funds is uneven ; the absence of governmental responsibility in educational charge;different forms of running schools enjoy different educational policies;Relieve channels of educational right are lack.Fifth, put forward the assumption of constructing equity orientation educational institutional system: establish the value orientation of equitable education; reform household registration regulatory regime and plan the education of urban and rural as a whole;Increase educational funds and perfect pay and regulatory regime ;stress the leading position of government and regulate the educational charge policy ; unite educational policy and promote the diversify of the form of running schools;Perfect educational relieve regime and help social vulnerable groups.The essay analyzes the institutional cause influencing educational equity and seeks for the methods to solve this problem by uniting the sociology theory, education theory and institutional economics theory and using comparative methods and historical methods. During the analysis of institutional cause, the essay stresses the historical analysis of the institutional formation and gives prominence to the leading position of government in the institutional designing and the policy implement. Similarly, in order to change the present situation of educational unfair, it is very important that the government to play its role. Combining the analysis of education institution with the leading position of government makes the essay is different from the other articles.
