The preschool education is an important part of community education, and its socialized development is imperative. Hence, the community preschool education of the elementary level grows rapidly, playing the indispensable role in the development of preschool education in China. As the community construction and real estate industry grows fast, new communities appearing one by one in city, community kindergartens emerge as the residents need convenient education. Hence, the development of community kindergartens in city becomes a significant trend of the progress of the cause of preschool education in our country. Based on a great deal of literature, this author carries out the research by a comprehensive use of many approaches such as interview and investigation, etc. This research on the present situation and developing strategies of Chinese urban community kindergartens is divided into several parts, as follows.This paper consists of three parts:Part one mainly deals with the significance of community kindergarten development in the city, the researches on relevant theories and research approaches.With such approaches as interview, questionnaire and observation, this author takes some community kindergartens in Zibo as the main research object. In part two, based on these researches, this author expounds on several outstanding features of community kindergarten development at present in the city: the awareness of serving community and the level of these kindergartens remain to be improved; trend to pursue characteristic education is too obvious; there is not enough cooperation between community and kindergartens; the overall arrangement is still improper; the situation of teachers'running off is quite serious, and so on.In part three, this author expatiates on the strategy for community kindergarten development from three perspectives: first, from the perspective of government. The government is suggested to strengthen the macro-regulation and ensure the favorable circumstances for community preschool education; second, from the perspective of community. People should pay much attention to the construction of community, so as to provide a favorable atmosphere for developing community preschool education; third, from the perspective of community kindergartens. They should seek development by providing good service, improve the regulations and attach great importance to the connection between family, kindergarten and community.
