In 2003, the State Department held the first conference about national rural education after the Republic of china was built, and released A Resolution of Strengthen National Rural Educational Work; rural education came into a new period of reformation and development. Rural education is the most important in our national education development. How to use the measure of educational evaluation and give play to all the functions, to reinforce the evaluating and instructing of rural compulsory education, promote county's administrators to improve the strategic station attitude of rural compulsory education, make it served better for the development of local economy, impel reformations of rural compulsory education, promote health developments of the whole compulsory education. It is an important task which needs to solve urgent. The chiefly purpose of this research is to seeking the inside rule and power of rural compulsory educational evaluations through studying its historical evolution. It will provide theoretical consults of solving the problems which mentions above on.The paper adopted the many methods including reading literature, comparing study and analyzing theory. First, I arranged and analyzed the materials on the foundation of collecting related materials of rural compulsory educational evaluation, so I comprehended its historical development condition in generally. And then I compared the merits and faults in different areas, and continually studied in deeply. At last, I quested for its direction of reformation and development.Our national rural compulsory educational evaluation's zigzag developments went through 20 years. Although it made a great advance, there were many drawbacks too. The future development of rural compulsory educational evaluation will renovate and perfect continuously in restoring the conflict in practice. It will represent more rational evaluation ideas and more logical evaluation system of educational evaluation, and also give full play to all the functions, build the serial evaluation system of rural compulsory education. The evaluation system will display much superiority; promote the rapid and healthy development of our national rural compulsory education.
