As the goal of physics education, the three factually refer to the personality consummation education, and consist an important part to execute quality education to consummate personality. Emotion here not only refers to the interest, enthusiasm and motive to study, but also more importantly refers to the inward experience and the enrichment of the mind. Attitude not only refers to the attitude and the responsibility to study, but also more importantly refers to the optimistic and to lerant attitude toward life fact-searching scientific attitude. Value stresses more on the unity of personal and social value than on personal value, more on the unity of scientific value and humane value than on only scientific value, more on the unity of human value and natural value than on human value only. They can motivate the students to cultivate a notion to pursue truth kindness and beauty and to keep sustainable development between human being and nature.The author considers it is of great significance to carry out emotion, attitude and value education. It is in accordance with the education trend worldwide.It conduces to consolidate the humane caring in education. Emotion, attitude and value together with knowledge acquirement and competence cultivation make up the three-dimension goal in physics education. In terms of the all-round and life-long development, it thoroughly demonstrates the notion of quality education. Not only is it one of the goals of education, but also should be viewed as the starting point and the end-point of education. In physics education, value cannot be replaced by any other element.This article starts with the physics education history, and the analysis of physics education in and out of our country, in the form of questionnaire and interview. Comes to the conclusion: The present physics education lacks emotion, attitude and value education; The overall quality of the teaching staff needs to be heighten: and the correspondent theory and evaluation system need to be set up. In order to solve such problems, the author argues that the base to cultivate emotion attitude and value is teacher-student relation; the effective approach is the whole-scale and thorough infiltration. The author also suggests setting up various encouraging evaluation system to encourage the students at any time anywhere.For the complexity and difficult maneuverability in the evaluation system, this article offers correspondent count measure and recommends several practical evaluation methods which have been deeply analyzed and supported by the evaluation cases in the hope to be of some help to the physics teachers in their teaching practice.
