In order to meet the challenges of the knowledge-based economy, it is taking place in the field of international Education, science education will play a more and more important role. The massive Project 2061, launched in the 1980s by the American Association for the Advancement of Science, aims to improve the nation's scientific literacy. The project's handbook, Science for All Americans, concludes its section about"the need for scientific literacy"with these words: The life-enhancing potential of science and technology cannot be realized unless the public in general comes to understand science, mathematics, and technology and to acquire scientific habits of mind; without a scientifically literate population, the outlook for a better world is not promising. In order to understand the students'scholastic attainment of Mathematics and Science from all over the world and various factors which influence the scores, IEA has been starting TIMSS. TIMSS is one of the largest, the most comprehensive, the strictest international research for the school and the achievements every four years, it will provide the reference for what the world-class education is, and will provide a tool judging by the students'performance and teaching effect,"more importantly, it will promote the research for influencing students'achievements."Education is a particularly complicated system, it includes many factors, for instance, the background of society economy, culture tradition, school structure, curriculum, classroom environment, teaching style, family influence, students'attitudes, and so on, every factor may be influences students'achievement. In this system, the developed or matured theories are lacking at present, therefore, what we aren't trying to do is to test the theories at first, we will get deeply to the interior of the system, the preparatory hypothesis will come about from teaching and practicing. This is Galton research ways of TIMSS; it is collecting data, making use of the statistical techniques, and moving on to hope the ordinary hypothesis happens. This theory will study and borrow ideas from the method and tools of TIMSS research, many research studies have been carried out on the factors of the class influencing physics for junior students. According to the conditions and the request, we will comprehensively use the quantitative and qualitative ways to research them in this theory, mainly include questionnaire surveying, measuring, comparing, statistics, and so on. We will use the test paper of physical achievement and the questionnaire survey of the physical class, we have a test and an questionnaire survey for the students of these thirty classes, there are ten classes in the city, ten classes in the county, and ten classes in the countryside. We will make use of SPSS (statistics software) to make a questionnaire for the testing effect and the class background, have a descriptive statistics and a pertinence analysis. We will compare the discrepancy of the class in some high and low level physical classes. So we can understand the factors which influence students'physical scores and the influencing lever. The results from the present investigation suggest that there are differences between high-level and low-level classes about physical achievement. The high-level classes are characterized by drawing near the life, paying more attention to practicing, exchanging between teachers and students, and training the abilities of the scientific research. For instances, it concludes 16 items, testing, discussing, and being associated with physic and life, and so on, they are playing a notable role in the physical achievement.
