Guangxi Zhuang Autonomous Region is the province which has representative western part characteristic in our country. Since affected by the outside environment cause such as society economy, politics , culture as well as inside cause of education, the development of Guangxi elementary education always are in the state falling behind comparatively to the whole nation. Although the factors restricting education development have many, Education Human Resource is the most important and key one. Therefore, study human resource situation in Guangxi elementary education has had important theory value and practice significance: One can further perfect Education Human Resource development and management theory and enrich the cognition to that theory; Two can know the current situation of human resource in Guangxi elementary education all round, bring forward the tactics to develop and manage, then promote Guangxi elementary education .The thesis has studied in Part I detailed as following content: One is the summary to selected topic background .In the international environment which mainly expresses the world globalization trends aggravate, international competition is especially fierce, talented person contend strategy, education in the lead strategy has become fundamental plan in gaining high-caliber human resource in every country. In the homeland environment, since we must structure harmonious society of socialism under the direction of science development view and build socialism new rural area, need to develop Guangxi society economy and education itself, the basis position of Guangxi elementary education appears more important. Therefore, we should reinforce the work of Human Resource development and management in Guangxi elementary Education. Two is the comment of study current situation, from the development process Human Resource Theory abroad to study at present in our country with the present situation of Education Human Resource research. Three is to have given an account of study purpose and significance: Be to be going to analyze human resource situation in Guangxi elementary education, discuss the problem among them , then bring forward the tactics to improve, so as to promote the development of Guangxi elementary education. Four is to have pointed out the study methods and technology, there are mainly summing experience method, document method, comparison research method and statistic analysis technique.In Part II, the thesis mainly expounds the fundamental theory of Education Human Resource development and management, including logic starting point to study of Education Human Resource, the effect of Human Resource development and management theory to educational administration, relevance concept of Education Human Resource development and management, principle of Education Human Resource development and management, system of Education Human Resource Development and function of Education Human Resource Management.In Part III of thesis, analyzing and discussing the current situation of Education Human Resource in Guangxi elementary education. After investigating carefully, we find there exists following problem of Education Human Resource in Guangxi elementary education: first, Quantity is insufficient; Two is that structure is not really rational; Three is that quality remains to be improved; Four is that the regional disparity is obvious. This is also the most fundamental conclusion gained. And then the reasons of cause these problems are analyzed: The politics factor has decided the position of education, current situation and the basis; the management system of education that is perfected or not affect Guangxi elementary education to further develop. The binary economic pattern has brought about the education difference between Guangxi city area and countryside; the teacher's education system is not perfect has also affected Guangxi elementary Education Human Resource quality's to improve.In the last Part, the tactics and approaches resolving the above-mentioned problem's are suggested according to Education Human Resource theory, Pedagogics, Educational Management theory and so on .First, be ready to do the work of gaining and keeping Educate Human Resource with better quantity and swear to have the sufficient personnel, which will finish resolving the insufficient problem of Guangxi elementary education and optimizes the person structure. Two is to further perfect teacher incentive mechanism, strengthen to attract and cultivat excellent talented person; Three is to perfect the teachers education system, boost teachers'professionalization development , improve Guangxi area Education Human Resources structure; Four is to boost organization transforming and developing, integrate Education Human Resource; Five is to perfect the educational input and management system, improve Guangxi area Education Human Resource salary payment level, improve their work environment.The thesis has formed accurate analysis and judgment to the current situation of Education Human Resource in Guangxi elementary education with detailed data static, strict logic speculate, and comparatively rich data proof. A few fundamental conclusions gained are convincing. At the same time, the tactics and suggestion brought forward by current situation are suit with Guangxi elementary education reality, and has suitably active meaning to reinforce and improve the work of Education Human Resource development and management in Guangxi elementary education; The thesis has a certain theory depth, and on a certain degree build up the theory frame of Human Resource development and management in elementary education, have active contribution to enrich the theory of Education Human Resource development and management.
