As the development of economic globalization, education internationalization plays an important role in the process of facilitating the transformation of higher educational system. Sino-Foreign Cooperation in running school, as a kind of model of cross-border education, is an inevitable product in the development of education. Thus, to study these models in Zhejiang not only are significant to its higher education and regional economic transition, but also afford quotable experience for educational reform and development of China.Based on the theories of project management, educational administration and cooperative management in cross-border education, this dissertation makes comprehensive use of literature research method, comparative approach and case study, to carry out the research on the models of Sino-Foreign Cooperation in Zhejiang higher education institutions and the aroused managing issues. Although the quantity and scale of these universities are increasing quickly, the current cooperative model is immature. Therefore, this dissertation analyzes the related issues from external environment, teaching quality management, risk control, human resources management and cross-cultural communication.Finally, by learning from the practice and experience of cross-border education in developed countries, the dissertation presents some corresponding solutions: to strengthen social propaganda and strictly implement the administrative examination and approval to strive for a good external development environment; to control the quality in respect to the management in the process of teaching implement and the establishment of effective quality guarantee system; to build up the awareness of risk control and early-warning system in risk; to establish a complete system of human resources security; and to overcome difficulties from language and management mechanism.
