Prosperous country is built by talented people, excellent policy is put forward by talented people and successful business is made by talented people. The talented person is the most important resources to develop an economic society, and is a decisive factor of a region's comprehensive development. Basically, the competition of comprehensive national strength in 21st century is for talented people.As a new industry city with resources, the city, Panzhihua, established in 1965,once attracted a lot of people from other cities in the country who changed the barren land into a glorious steel city by their hard work and intelligence, and educated talented people of every trade. But along with the establishment and development of the market economy, the planed configure of talented people changed into market configure. Especially in the last few years,because of the weak consciousness of talented people and the differences of the region economy development, the flowing of talented people in Panzhihua displays deficit appearance more and more in recent years that is the loss of talented people. This gave very unfavorable influence to Panzhihua and restricted the development of economic society seriously.At the base of the Human Resource work in Panzhihua, by means of strategy analysis,the author of this paper analyzes whether the present HR work supports the strategy of the city thriving. And then the author discusses the reform project of reducing the loss of talented people on technique and operation.The purpose of the paper is to find out problems through interview, survey and questionnaire, and then take analysis of the loss condition and the problem that how to deal with the loss in order to give a practical reference for the HR work in Panzhihua. Only when hard work, knowledge, talented people and creation are respected, it will be effective to solve the problem of the loss of talented people.The paper consists of five parts. The first part is the essential concept and correlative principle about the loss of talented people. The second part introduces the work and the condition of talented people in Panzhihua.The third part analyzes the basic condition, hazard and reason about the loss of talented people in Panzhihua.This part also discusses the problems related to the loss of talented people in Panzhihua. In the fourth part, the author puts forward the countermeasures for strengthening the work of talented people in Panzhihua and solving the loss problem of talented people according to the city's strategy. The fifth part is conclusion.This paper has the following specialties:At first,it discusses the loss problem of talented people in Panzhihua and analyzes rationally the loss phenomenon of talented people in Panzhihua.The second,it puts forward five factors to strengthen the talented people work in Panzhihua and the countermeasures of solving the loss problem ,based on the analysis of loss reason and root cause: First, setting up the ideology of talented people to keep up with the times. Second, innovating work mechanism of talented people work and integrating work force of talented people. Third, innovating development strategy of talented people and keep the way of talented people work in Panzhihua. Fourth, innovating the work mechanism about talented people and stimulating work energy about talented people. Fifth, innovating entrepreneurship circumstance of talented people and optimizing work atmosphere of talented people.The third,through research, analysis, deduction and conclusion,the paper contributes to innovate work ideology about talented people, strengthen and improve the management work about talented people, reduce the loss of talented people effectively and fully exert the function of talented people, which will offer talented people to support the further development of Panzhihua.
