As the old sayings goes: strong teachers, famous students out. Only the qualified teachers can train /cultivate qualified students. Teachers are the key to the development of the education. One of the most important developments of the new rural construction is the development of the rural education cause. And the biggest hope of the rural education cause lies in the rural primary and secondary school teachers. The rural school teachers are the most important human resources and the first pushing power of the development of the rural education cause. However, because of /due to the various reasons of the history and reality, in many rural schools in china, the teacher teams universal/ widespread shortage, aging, qualifications substandard, low qualities, serious loss and unstable and so on. These problems directly affect new countryside construction goals, universal education and improved social justice and stability.The number of the rural primary and secondary school and students in school takes up a large proportion of the whole nation. (In 2006, the number of rural primary and junior secondary schools account for compulsory education School of the total 82.13%; rural primary and junior high school students in school compulsory education in the country's total number of students of the total 55.50%). The education quality and education level affect the Chinese education popularization and improvement, also influence the improvement and progress of the overall quality of the Chinese nation and culture level and the process of the construction of the whole well-off society.This paper from the problems of Chinese rural primary and secondary school teacher teams, from the research of the relative incentive systems abroad and home of attracting talents to the remote and education backward areas to teach, from the incentive system of attracting talents to the rural schools to teach and the out and inner factors of influencing the loss of the rural primary and secondary school teachers in our province, digs the deep reasons for most rural school can't attract talents and can't keep excellent talents teaching for a long time and a lifetime, further annotates the specific meanings and behaviors of career promotion opportunities, hold affection, attractive salary, and puts forward corresponding strategies and suggestions for relative decision-making departments providing reference in order to make the relative decision-making departments take more effective incentive systems to attract excellent talents to the country as a teacher, and attract talents to the rural schools to teach for a long time and a lifetime, and so that to make the decision-making departments take the incentive systems to quicken/speed up the construction of the rural teacher teams, reduce the loss of the rural teachers and stabilize the rural teacher teams, maintain the justice of our rural teacher teams, promote the development of the education cause quicker and better.
