The implementation of the Modern Tele-education Project of RuralMiddle and Primary Schools (hereafter referred to as: MTPRMPS) is an importantaction of implementing the strategy of "revitalizing the nation through science andeducation" and "Strengthening the Nation with talents". It is a project supported bycommon people which benefits rural educational undertaking. And it is worth praising.in the cadenza of the mankind educational history. The extensive praising comes outfrom the various circles of society since the launch of MTPRMPS in the year 2003. Astime goes on, "the question of resources application" that exerts a great influence isgradually becoming common concerned focuses of people.Shaanxi Province is located in the landlocked hinterland of our country; the mostmiddle and primary schools belong to the coverage of project of MTPRMPS. At therequest of project Scheme of three Ministries of our country, the Provincial EducationDepartment is, have proposed it with the working principle of "allocation as thefoundation, training as a key point, scientific research as the guide, application as thecore". It has worked out "teacher's training management manual of moderntele-education project in rural middle and primary schools of Shaanxi Province". It alsoproposed the clear requirements to base training and school training. Whether theteachers who have already participated in training could reach the integration ofresource to daily teaching, whether they could use the teaching resources and helpstudents to meet requirements for what the new lesson is required would directlyinfluence the smooth implementation of the project, and also the popularization of basiceducation reform. Therefore the teacher is one of the key links in the implementedproject, and the training of the content by "the resources application strategies" stronglyguarantees and helps the teachers to improve their levels. This thesis relies on the keysubject of the Ministry of Education during the 'State's Tenth Five-Year Plan Period ofscience of education: "The Application Research and Study of Modern Tele-educationResources in the teaching of Middle and Primary Schools of Rural Shaanxi" which ishosted by my tutor Professor Zhang Wenlan. Then, based on statistical analysis of thequestionnaire, regarding analyzing the thread of three kinds of modes resources application in rural tele-educational engineering, the author probed into the deficiencyexisting in teacher's training in the past of Shaanxi Province. And in accordance with theexisted problem in resource application, it works out the strategies in resourceapplication under the three modes, hoping to improve to teachers' resource using abilityto go on classroom instruction, making using of the high-quality resources, MTPRMPSplay a greater role.After quantitative of paper survey and literature study and the on-the-spotexaminations of some schools' resources application of project in Shaanxi area, I foundthat the past tele-education possessed some issues in several aspects, for instances,training of teachers in discipline were focused on technology, training contents aremostly the skill knowledge of movements, training form were single and ineffectiveinter-dynamic question of training with the ordinary teaching, etc.. While the training ofstrategies and approaches in resource utilization are much less and it is not strong to beoperational. With the guidance of the theories of humanism study, the concept ofblending teaching and lifelong education, and according to the request of new coursestandard, this thesis provided 3 different kinds of training strategies in resource using ofinformation technologies under teaching environments of modern tele-education projectin rural middle and primary schools. It referred to the theories and practical at home andabroad and based on improving teachers' resource using ability under the 3 kinds ofteaching environments in the project to the countryside by far.In order to further study result and limitation of "resources application strategies"in teaching practice, and to revise and improve the strategies and approaches, the authoradopted the qualitative research approach, and have carried on case studies in someproject schools of Shaanxi Province. Through the approaches of observing theclassroom, teachers' interview, students' discussion and comparison and contrast amongexperiments, the thesis mainly probed into the result of training in two respects:situation application resources from the teacher and students' participation intensity.And it revised and optimized the strategies of training on the basis of collecting andanalyzing relevant information, hoping that, under these 3 modes, teachers trainingwhich take resource application as key points can launch and offer an excellentreference for teachers' training job in rural Shaanxi middle and primary schools' moderntele-education proiect.
