In recent years, China has been laying down policies on how to keep sustainable development and how to thrive itself with science technology, meanwhile, effective measures have been taken by governments at different levels. As a result, reform on education has entered into a new stage, and university teachers' development has achieved a great success as well. However, because of some historical and realistic reasons in China, the development of local colleges and universities is relatively slow, with no obvious school characteristics. And there are a great many serious problems on construction of university teachers, which restrict the development of higher education. As talents are the key factors in school developing, this paper puts much emphasis on how to face the practical difficulties of local colleges and how to develop a stable group of teachers with reasonable structure, high quality through searching for some reasonable and easily operating measures which are helpful to the sustainable development of local colleges.With regard to local colleges and universities, some research methods are used in this paper, such as data research, conclusion research, and comparison research. The author puts up the method by using human resource management theory to build an encouragement and restriction mechanism in teachers team construction, let the excellent persons come out and form a favorable environment for the growth of teacher team on the basis of studying the present situation of teacher team construction in Chinese local colleges and universities and analyzing the existing problems and their causes. Meanwhile, the author also designs a basic structure for teacher team construction in Chinese local colleges, discusses the applicable program by analyzing university teachers' characters and their growth rule. At the last, on the basic study in teacher team construction from three aspect: introduction, raise and usage, the author draws the conclusion that the combination of applying the new mechanisms such as market, competition, encouragement and goal management in teacher team managing, actively exploring, building and consummating a teacher team managing system that is fit for the new situation is an effective way to strengthen the teacher team construction of local colleges and universities.The thesis is divided into four parts. The first part is introduction, which introduces background and significance of this topic, principal conception, and research program. In the second part, the author elaborates the theories of teachers' team construction of local colleges and universities. In the third part, the author analyses present situation and problems of teachers' team construction of local colleges and universities, then verifies reasons that cause the problems. Last part, which is the fourth part, the author poses some solutions to the problems of teachers' team construction of local colleges and universities above.
