IPT are the main force of the new political curriculum reform in secondary school, the efficiency that assists and participates in the new curriculum reform and the students' morals quality level are great more depended on their professional development level. It is extremely essential to discuss the professional development of the IPT in the secondaryschool.The IPTPD is the concretization of TPD in the ideological and political education in the secondary school, To discusses IPTPD from the concrete discipline and concrete study section, which have important theory significance and practice significance to its education practice. Based on the summary of the research results in the world, the research gives a deep analyzing and thinking about the problems and drawbacks of the research results from the theory and the practice, thus the research results of the paper have geared with the international trend, and appeared native characteristic and professional characteristic. At the same time, the research does not rigidly adhere to introduce the general achievement of TPD, which unifies the research of TPD and IP, and thus further widens its research perspectives. By demonstration researching, making a survey of questionnaire and interviewing, the paper shows the reality of IPTPD and analyzes the problem of IPTPD, which proposes some effective ways and the implementation strategy, thus the research bears the intense feasibility and pertinence.The paper elaborates six parts: Part One, as an introduction, principally states the background and present condition, significance, research advance and the trains of thought and methods of the topic; Starting from the analysis and definition of IPTPD, Part Two analyses about teachers 'professional attribute and teachers' professional development etc. By means of introduction and generalization of profession characteristic of IPTPD, Part Two specifies the specialization and connotation of IPTPD in the secondary school; By organizing and analyzing the new research results of teachers' professional structure , the third part mainly explores professional structure of IPT in the secondary school should include six parts: professional faith, professional knowledge, professional ability, professional ethics, professional autonomy and professional consciousness. Base on stating the results of questionnaire and interview, and collecting the relative literature, Part Four comprehensively analyzes the basic situation of IPT, and explores seven problems about IPTPD in the secondary school: Urgently to strength professional faith; irregulars about the structure of professional knowledge; Urgently to improve professional ability; Professional ethics condition is not optimistic; Weakness of professional consciousness and the space of professional autonomy is limited; Absence of pertinence about the traditional TPD ways and focus on the individual situation; Teacher "professional individualism" obstruct IPTPD. Part five creatively promulgates nine effective ways and implementation strategy of IPTPD in the secondary school from three aspects: the idea consciousness, the policy system and the teacher itself. Part Six is the conclusion, which elaborates research innovation conclusion and forecasts the magnificent prospect of IPTPD.
