Teacher certification system which is carried out by the state is a specific occupational identification and licensing system. It is an important part of the teacher education system and the implementation of the teacher certification system is a crucial measure to ensure the teacher’s profession is specialized, scientific, standard and institutionalized. Teacher certification system in our country has played a positive role in the promotion of the teacher specialization development, the improvement of the overall quality and social status of teachers, the enhancement of teacher’s sense of mission and responsibility, and the implementation of "developing the country through science and education" strategy. However, the current teacher certification system in China still exists some problems and to some extent, it has some negative impact on the teacher specialization development. The teacher certification system in Japan started earlier and it has gone through a rapid development and it is relatively mature and complete. Meanwhile, during the long process of development, it has some experience and lessons we should draw from. Therefore, the view of this thesis is the sublation of making an evaluation and analysis on the teacher certification system of Japan, and on this basic to explain the problems existed in the teacher certification system of our country and it also provides some advice on the improvement of the teacher certification system in China.This thesis altogether consists of five parts. The first part gives a brief introduction of the purpose, meaning and the content of this thesis, makes comment on the study of home and abroad, defines the related concept of teacher certification system, and explains the research method, difficulty and the problems needed to be solved. The second part combs out the historical development of the Sino-Japanese teacher certification system and further defines the basic situations of the different stages of development and through the overall features, this thesis intends to find out the similarity and the differences between these two countries. The third part analyses the current state of the Sino-Japanese teacher certification system and makes the comparison through the aspects of the teacher certification examination, certification confirmation and the certification certificate. The fourth part discusses the reform of the Sino-Japanese teacher certification system and further compares the reform background, reform process and the reform content of these two countries. The fifth part is the conclusion and the inspiration part. According to the advanced experience of the Japanese teacher certification system and combined with the actual situation of our country, this thesis puts forward six suggestions:1. To enrich the law and the regulation of the teacher certification system.2. To adhere to the road of teacher specialization development.3. To improve the teacher certification examination.4. To standardize the certification confirmation.5. To improve the teacher’s certification certificate.6. To explore the update of the teacher certification.
