The Ethical Considerations Of China's Key High School Development

The high school education is key part in the whole education system, which connects the primary education and the higher education. Two basic aims having been realized the high school education has become the bottleneck problem which restricts development of our education. Meanwhile, issue about justice in the high school education is increasingly becoming the focus of attention.This article divides three parts to have a detailed research about ethic problems in constructing the key high school.The first part is a research of the history of the high school education, mainly revealing related historical background in constructing the key high school. Through comparison with other countries it seeks an international angle to view constructing the key high school.In the end of the Qing dynasty and the Republic of China time, there has appeared a schooling pattern that the ordinary school, the normal school and the vocational school coexisted, the key high school not established.After foundation of new China, due to the requirements of development and the needs of talents the enhancement of education efficiency became the emphasis of education decision-making; as a result lots of key high schools have come into being. After once being cancelled in the Great Cultural Revolution time, the key high school is restored and obtains a rapid development.In recent years, construction of the key high school has adopted the new form- the demonstrative high school and the high quality high school. Presently, because two basic aims have already been realized, the spreading of the high school education is put into the discussing agenda, and justice in the high school education receives the attention from the whole society, all sorts of questions related with the key high school construction being reconsidered.Through comparison of the key high schools of different countries, a big difference is found in ways of providing resources and meeting needs between developed countries and developing countries, which indicates that the existence of the key high school is closely related with economy level and spreading degree of education.The second part is an argument of the three systems in the key high school construction, three relations related with the education resources disposition and twofold conflicts in education decisions.The fair system is the premise and foundation of social justice. "The matriculation system", "the charge system" and "school selecting system" exclude most educates from the key high schools with standard like score, money, and status, consequently they couldn't satisfy the substantive request of justice even they manifest the procedure justice to some degree. Key high school itself is the result of educating resource distribution under the instruction of some related educating viewpoints, which mainly involve different understandings about relation between popular education and the outstanding education, the key school and the general school as well as government leadership and market regulation. The government plan and the market regulation are the two main ways to distribute education resources. In our country, the government plans occupy the absolutely dominant position. Only when government fully consider how to solve the education supplies and the education demand contradiction as well as the fairly education and the efficiency first contradiction could educating justice be achieved to a greater degree seen from ethics angle.The third part proposes some suggestion about adjusting ordinary high school pattern that we should implement the fair principle, the humanity principle and the rational principle, setting up an idea of holding a balanced, humanist and the sustainable development.
