The task of higher education is to train the senior specialized personnel having initiative spirit and practice ability, and talents' cultivation is realized through teaching activity. Teaching is the center of the school work, and teaching control is the core of the teaching. The level of teaching quality determines the level of the quality of personnel training and concerns the survival and development of the school. Quality is a lifeline of higher education and it is the eternal theme of higher education to improve teaching quality.The teaching management is regarded as the important component of the school teaching. It maintains the normal teaching order, improves the important insurance of teaching working efficiency and teaching quality. With the constant deepening of the reform of higher education structure, it's the inevitable choice that the university expands. People begin to worry about the quality of higher education. The focal point that the society pays close attention to higher education shifts in scale to quality. For this reason, the mission stabilizing and improving teaching quality is put in front of the institution of higher education. At present because of history and realistic reasons teaching management has a lot of problems, such as having insufficient understanding of teaching management, not paying attention to research and exploration of teaching management, the single teaching management mode, lacking of the innovation management etc. How to construct scientific and normal, operated, effectual teaching management system to suit for one's own university and form the self-discipline, encourage ensuring oneself system, has already become the top priority of the university. Expand accelerates the speed of higher education changes from the elite to mass education greatly. That the scale of the student body is expanded rapidly brings the new opportunity to university's teaching management and challenge at the same time.On the basis of analyzing current situation of teaching control of ordinary higher school, this article probes into the problems and reasons existing in the teaching control emphasizes the importance of the teaching management. According to the theory management theory of overall quality, higher pedagogy theory, higher education management theory, the teaching theory of modern university, higher education, and the problems existing in the teaching management of ordinary higher learning school at present this article puts forward and strengthens the countermeasure of teaching quality control of ordinary higher learning school: 1.Change the teaching control thought, upgrade the educational idea, increase the input in teaching, improve the soft and hard condition of teaching, improve the understanding of teaching management; 2.Establish and improve system of quality control of teaching, promote the scientific process, standardization, modernization of the teaching management; 3.Improve teaching control method and means, improve the teaching management level progressively; 4.Change the teaching management mode with single tradition, set up management by objectives and course and manage the teaching management mode that combines together; 5.Set up and amplify the control of teaching and information feedback system, implement the effective teaching course to manage; 6.Launch the teaching management innovation mechanism, strengthen the study on teaching management of ordinary higher learning school and make the quality management development of teaching to keep abreast with the times.This article regards Chang chun University as the practice main body to explore the reform and innovation of teaching control, how development, making a reservation in school, construction, quality, plan of teaching and system of course guarantee, manage with teaching of controlling etc. In order to meet the undergraduate course teaching of Ministry of Education and training the senior specialized personnel in 21st century with more knowledge, better quality, having initiative spirit and practice ability. Practice has proved the organic integration of these theories and teaching activities can improve quality and level of teaching management and make all teaching activities orderly went on.
