Merging of universities is an effective way to further higher education reform,optimize resource allocation, enlarge space and scale, increase strength and scale efficiency,improve the overall quality and competitiveness of higher education in China. However,the consequential change of educational system and readjustment of position, power andbenefit may hinder the effectiveness of the merger and thus may seriously affect theeducational quality and the quality of graduates.The author in this study proposes the concept of higher education resource integration,and believes that through the integration of resources of discipline, material, culture andhuman, etc, university merger should work in coordination and apply market mechanism toimprove the quality of higher education. In recent years, the excessive increase in thenumber of higher education students has become contradicting the quality improvement.To resolve this, by addressing some problems in higher education after the merging ofuniversities in China and by using the theory of total quality management in highereducation of other countries for reference, the author proposes some countermeasures andsuggestions to improve colleges and universities education quality, also elaborates someideas suitable for the total quality management of higher education in China, which torealize the continuous improvement of colleges and universities education quality aftermerging.
