The Fifth National Census data shows the town population is 455,999,999, accounting for 36.09% of total number of the national population and the village population is 807,000,000, 63.91% of the total amount. Comparing with the Fourth National Census, although the town population had risen 9.68 percentage points the village population has already exceeded 800,000,000. The agriculture, farmer and the village are the most outstanding problem for economic and social development of china. To a great extend, its development will decide the modernization process of china. Therefore in the new period, constructing new socialist village becomes a key for the overall socialist construction. The development of education is not only the symbol of the construction of the new socialist village but also the promoting force for harmonious, balanced and moderate development. At the same time, it can turn the great population pressure into human resource advantage.However the gap of the current educational level between city and villages tend to be great. This kind of situation is an obstacle for building up the socialistic society and a challenge for educational equity. Therefore we should enrich the relevant as well as draw up practical measure to guarantee and enhance the level of village education.Taking the village education as the point of departure, this research try to draw up the educational and basic standard of the primary school English then explore the road of the educational development for primary school English. This thesis is divided into three parts. The first part analyze the present condition of the current village primary school English first. On the one hand, it reviews the achievement we have got; on the other hand, it points out the problems of the current primary English. On the base of the first part, the second part establishes the educational standard for a village primary school English mainly including the teaching infrastructure, teacher and curriculum. Finally it put forward the path and the strategy that carries out these standards namely updating our thoughts, guarantying the educational expenses, constructing teachers' team and integrating the curriculum resources.
