Nowadays, the modern information technology in the fast development is changing the working, learning even life style of people, also injecting fresh vigor and vitality into education, bringing new opportunities and challenges。Information literacy is becoming one of the standards of appraising students' ability gradually. At present, some developed countries like the U.S.A., Japan, Britain require students to master and use the information technology as a new useful basic ability with reading, writing, calculating equally important. In our country, the government also regards "cultivating modern social successor of information literacy" as an important goal of popularizing information education. At present, in the common concern and effort from government departments, societies and schools, the information literacy education has already been launched in the conditional primary and middle schools. However, because of the economic and regional factors, most primary schools in the undeveloped rural areas have not offered information technology course yet. The information literacy ability of students is generally low compared with urban pupils, it is very far to popularize information education. So, under existing conditions how to train information literacy of rural pupils who have not information courses becomes the research topic. This paper is divided into four parts except introduction.In the Introduction, the issue of this study is generalized and some relevant concepts are defined firstly. Secondly, the research object, content and purpose, research cause and significance are clarified, and it also discusses literature review, key and difficult points and new ideas of research. At last, the research thoughts and methods are presented.Part one, relevant theories of cultivating of students' information literacy. Firstly, define some relevant concepts in this paper; secondly, confer the cultivation of students' information literacy and its bases of theory; finally, put forward the structure of cultivating of students' information literacy and the standards of underdeveloped rural primary students' information literacy.Part two, the paper analyzes current situation and existing main problems of pupils' information literacy in undeveloped rural areas. There mainly exists the following problems: firstly, information consciousness is weak, information gathering channels and ranges are relatively narrow; secondly, information knowledge is deficient, pupils know a little about information technology; thirdly, the information handling capacity is poor, the information resource selection is out of balance; fourthly, there exists bad behaviors in the information morals, some students lack social responsibility.Part three, the paper analyzes the reasons. The main reasons are as follows: firstly, the education idea in rural areas is out of date, it is not enough for people to improve information literacy epistemically; secondly, because of lack of money, the government fund input is insufficient for the rural information technology education of primary schools; thirdly, the educational information resources utilization ratios of rural schools are low; fourthly, the level of rural teachers' information literacy is not high; fifthly, information technology course is not offered in most rural primary schools, modern information means are not used in primary schools teaching; sixthly, the countryside is backward in economy, parents' information literacy is very low.Part four, the countermeasures of cultivating the rural pupils' information literacy in underdeveloped rural areas. Firstly, government should enhance the conduct and guarantee of policy, increase the input on the information resources of rural primary school; secondly, primary schools should change education idea, train the rural pupils' information literacy; thirdly, enhance the awareness of parents, cultivate rural children's information literacy with school education; fourthly, society should provide for the construction of information resources, conceive fine rural information environment.
