Education is a project of vital and lasting importance, while the major issue of education is the teacher. The quality of the contingent of teaching has immediate effect on the quality of education and teaching, even the national quality. Educational practice demonstrates that the improvement of the quality for teaching staff, the adjustment of their initiative are directly proportional to the educational management. The effective management of teaching staff in primary and secondary school is the key to the teaching quality, even the development of education and also the top of all priorities for school management. The 16 three medium whole conference puts forward definitely:"The persistence of People-Oriented, set up overall, harmony, and long last development view that moderate and can keep on, promote economic society and the person's overall development."It marks the formation of a social development concept, humanization and new. The people-oriented management, having been permeated in the whole society, is given unprecedented priority and meanwhile, it also shows the teacher-based management in primary and secondary school the way forward.In terms of the current situation of teacher-based management in primary and secondary school, this thesis, employing questionnaires, interview or theoretical analysis, analyzed the existing problems, and put the theory and basis strategy for solution to the problems. The aim is to provide some valuable enlightenment for teacher-based management in primary and secondary school.This thesis consists of four parts. Part 1 was the explanation of the theory of teacher-based management in primary and secondary school, the connotation and outlines of it was mainly elucidated. The current situation of teaching staff's management in primary and secondary school was reviewed in part 2, in which the achievement was summed up, moreover, the existing problems were analyzed. In part 3, it made an analysis for the necessity of teacher-based management to be carried out in the contingent of teaching. The last part put forth the practical concept for teacher-based management in primary and secondary school.
