The current situation of teaching staff's management in primary and secondary school was reviewed in part 2, in which the achievement was summed up, moreover, the existing problems were analyzed. In part 3, it made an analysis for the necessity of teacher-based management to be carried out in the contingent of teaching. The last part put forth the practical concept for teacher-based management in primary and secondary school.
