The development of school is relating to the education of the whole of country and humanity, management in school is autonomous or not that is related to the student's creativity and autonomy. In recent years, the reform of the school management system in our country becomes deep or deeper, and proposes to establish the modern school system which includes managing education by law, self-management, democratic supervision, and social participation. This shows that self-management of school has become a trend in the theoretical research and practice of reform.The study focuses on the self-management in primary and secondary schools, the main research questions are:First, how are the develop course and trend of the internal and external management system reform in domestic and foreign school?Second, how is the current status of implementation about self-management in primary and secondary schools? What are the problems?Third, how to improve the external environment for self-management in primary and secondary schools, build self-management mode of operation?In this study, under the guidance of positivism and humanism methodology, using the research methods which concludes qualitative analysis of the literature and quantitative survey. Combing the relevant literature of domestic and foreign, summing up the school's self-management features, Surveying by 296 school principals and teachers from around the country with questionnaire, and six principals and teachers in-depth interviews to get a first-hand study of the required data as a demonstration basis of this article.The literature analysis and investigation demonstrated that the present status of implementation of school self-management is worrying and problematic, faced with the dual problems of internal and external autonomous missing:outside the school, educational administrative departments decentralization are not in place and frequent intervene school's management, schools can't obtain the power of self-development; inside the school, principals having excessive concentration of power and the internal management of low level of democracy, resulting the school can't develop independent capabilities. The reason found the lack of independent inside and outside the school closely related to the lack of national laws and regulations, the tendency of centralized management system and the lack of managers'concepts of autonomy.On this basis, combined the concepts and models of school-based management in Western, this paper perfect school self-management recommendations. Creating the autonomous environment outside the school from three levels of the national legal system, administrative and social participation, Constructing the self-management model inside the school from three aspects of the management concepts, rules and operation mechanism,to ensure the unity of independent inside and outside which truly achieve the self-management and development in schools.
