Strengthening the construction of the ranks of teachers and enhancing the professional ability of teachers to adapt to the reform and development of education in the new era is the focus of China's educational work.Teaching and research staff with Chinese characteristics as an important driving force for the development of the teaching staff,the improvement of their professional qualities and leadership plays an important supporting role in the process of promoting the quality of basic education in the new era.In 2019,the "Opinions on Strengthening and Improving the Teaching and Research of Basic Education in the New Era",issued by the Ministry of Education,which clearly states that education institutions should shift their focus downward to conduct a research and promote professional development,basing on the physical truth.Primary and middle school teachers and researchers,as excellent teachers and important leaders of professional development of teachers,their teacher leadership plays an important role in promoting the professional development of ordinary teachers effectively.Education authorities and schools in various regions have actively responded to the call of national to carry out a lot of practical work to improve and strengthen the teaching and research work,thereby effectively promoting the professional qualities of teachers in primary and secondary schools and enhancing the leadership ability of teachers.At the academic research level,although there are many research topics on "leadership" and "teacher leadership",there is no research literature on "teacher and teacher leadership" in the existing literature.This study on the basis of combing literature,follow the standards of American teacher leadership model(TLMS)compiled questionnaires,150 primary and middle school in K city,the questionnaire survey to research staff and the six research staff,six teachers in ordinary and three education department manager(head of teacherprofessional development and the research group of county bureau of education leadership)structured interview.Using SPSS statistical software,descriptive analysis and one-way ANOVA analysis of questionnaire data were conducted.Part of the interview data was analyzed by means of content analysis.The research finds that :(1)the leadership level of the teaching and research staff in K city's primary and secondary schools in the two dimensions of "professional advocacy" and "application of evaluation and data" is relatively low,which needs to be further improved.There are significant differences in gender,teaching age,educational background and position of teaching and research staff leadership in K city,but no significant differences in professional title.(2)the interviewed teaching and research staff are relatively deficient in the ability of "using evaluation and data",and have no clear understanding of their own teachers' leadership level.The interviewed ordinary teachers have a single understanding of the connotation and work practice of teacher leadership.The managers of the interviewed education departments have a thorough understanding of the connotation and work practice of teachers' leadership of teaching and research staff,and at the same time put forward specific countermeasures and Suggestions for the improvement of teachers' leadership of teaching and research staff.(3)primary and secondary school teaching and research staff teachers leadership problems mainly include: academic research is insufficient;Weak literacy in modern information technology;Lack of ability to collect and analyze data;Professional advocacy is lacking.It is found that the influencing factors of teacher leadership of primary and secondary school teaching and research staff mainly come from three aspects.The second is the organizational factors,including the organizational culture of teaching and research,the requirements of teaching and research system,and the organizational situation of the school where the teaching and research staff are located.Third,from the city(county)regional economic and cultural development status of the impact.Based on the above research findings and discussions,this study proposes the following measures to promote the improvement of teachers' leadership :(1)from the perspective of teachers,it proposes to enrich teachers' leadership by improving their professional quality and leadership quality through teachers' independent learning;(2)from the school level,it is proposed that teachers' leadership should be exerted by creating conditions in schools,actively cultivating learning communities and empowering teachers.(3)from the perspective of education department,it is proposed to ensure the teacher leadership of teaching and research staff by formulating policies related to leadership cultivation,conducting leadership trainingfor teaching and research staff,and improving the evaluation system of teaching and research staff.(4)from the social level,it proposes to improve the social status of teaching and research staff by improving the honor system of teaching and research staff and creating a cultural atmosphere of "respecting teachers and valuing education",so as to support the play of teaching and research staff's leadership.In the current research field of teacher leadership,teacher leadership is a new research topic.Through practical investigation,this study further deepens the research staff of the concept of teacher leadership,build the research staff evaluation dimensions of teacher leadership,so as to more effectively promote the progress and development of the research staff of primary and secondary schools teachers' leadership,therefore this study for teachers of primary and secondary research staff leadership studies provide some new ideas and perspectives,this study also in order to further enrich and develop the research staff of teacher leadership theory with Chinese characteristics provides a reference model.
