Changing the students' learning mode, advocating the creative spirit and making students have individual liberty is the main melody of current curriculum reform. Research-based learning is an important method to develop the students' practice abilities and innovation spirits. Research-based learning, as a kind of valuable approaches and a carrier to cultivate the students' innovation spirit and practical ability, is no doubt a hot, luminescent and difficult spot in the present curriculum reform of the elementary education in our country. Its establishment and enforcement is the requirement of the development of our society and educational reform.How about research-based learning implementation actuality? How to integrate the research-based learning into the curriculum system and establish its due position? How to develop the students' practice abilities and innovation spirits in research-based learning are the questions worth discussion. The paper investigates the present situation of research-based learning in Changsha urban senior high school by the method of documental research work, questionnaire investigation and interview, which based on the grand background of elementary education reform in China and the present situation of the reform of urban middle school's education.The results of this investigation show: the implementation of research-based learning has yielded good results, but there are still many problems. First, ideological recognition problem: some misunderstandings about research-based learning. Second, teacher problem: quite part teachers are not willing to participate; 'faithful orientation' is still the teachers' main-trend orientation in curriculum implementation; many teachers get entangled in the contradiction and dilemma of guidance; teacher lacks cooperation. Third, curriculum resource problem: being short of curriculum resources; wasting the curriculum resources; the structure of resource exploitation and utilization is simple. Forth, organization and management problem: fossilized class hour arrangement; misplacement of teachers; the dissimilation of organization form. Five, evaluation system problem: single evaluation object; old-fashioned evaluation ideas; simple evaluation method. Aiming at the problems listed above, the paper puts forward the countermeasures by consulting theory and experience of curriculum implementation domestic and abroad. Firstly, the prerequisite of implementing research-based learning curriculum is to establish and improve the necessary policy supporting system. Secondly, the key of implementing the research-based learning curriculum is to regard the scientific theory as the guide to realize the conception transition. Thirdly, the foundation of implementing the research-based learning curriculum is to cultivate and train the supervising teacher effectively. Fourth, the guarantee of implementing the research-based learning curriculum is to develop and utilize curriculum resources reasonably. Fifth, the drive force of implementing the research-based learning curriculum is to structure the evaluation system that promotes the student's development.
