Thecommunity has become a substitute for the organizational constraints, and this is theoriginal intention which develops with community's original intention and thecommunity runs counter to. To change this situation, making the community forsustained development of the inner motivation, we think it is to make the communityself-government.The purpose of this paper is to explore the core of community governance andvitality proves that in the process of the community building, the government's offside,the neighborhood Committee dislocation, the inhabitant which participate in absentfrom the problems, are systemic deficiencies and structural contradictions. The key tosolve the problem lies in a reasonable limit the right of the State.Therefore, this article will be governance theory as the theoretical basis for thestate and society relations as a framework for analysis, By analyzing the communityresidents and the government's role and status, to explore how to build a newcommunity management model. In the community governance model, the paper puts forward the building suitable for China's current situation, "Strong government, strongcommunity" governance model. "Strong government, weak society" model is nolonger a "shift" in the "zero-sum relationship", no longer simply focus on the nationaland community in the checks and confrontation, but the introduction of "reciprocity"concept, the strengthen of national and community interaction and cooperation, andestablish a mutually beneficial relationship.
