Talent is the most important factor in regional economic development. It is needed for government to effectively coordinate, optimize and control human resources and economic development in order to achieve sound development of the regional economy. Talent is the key to the development of west regions in China. Although the western development has achieved initial results, talent loss in the western region has not been curbed. There is not only the dominant western talent loss, but also hidden losses caused by the improper use of personnel. In a sense, hidden losses arising from the negative impact is more serious. The core issue of talent work in the western region is to retain talent, and to avoid talent loss and waste. How to retain talent to serve the economic and social development of the western regions is a topic worthy of further studying. As high-level human resources, talent has its own needs apart from material benefits, such as a harmonious working environment, spiritual needs, harmonious interpersonal relationships and realizing their own value. Based on the analysis of talent loss status and reasons, the paper raises the western regions should improve the ecological environment, improve the system of personnel management, and build a systematic public policy system of talent services from the perspectives of public policy and government functions. It slows down the loss of talent in the western regions through the building of talent retaining system in the west regions of China in order to retain talent better.
