Study On The Cause Of Lack And Improvement Strategy Of Social Donation In China's Higher Education

With the development of economy and other projects of China, in 1999 CPC Central Committee and State Council have made to further expand the scale of the universities and colleges. This important decision mitigates the long-term contradictions and pressure of"Supply and Demand"of higher education effectively. Meanwhile, if the relevant material conditions and the support mechanism of investment are ignored, this will greatly influenced the development of higher education. Further more, one of the main factors to limit the higher education development is inadequate funding, it is a worldwide problem. Therefore, to broaden the financing channels for universities and get more school funding becomes a focus in many universities. In the United States whose higher education has made great development, social donation is one of the effective ways to overcome the shortage of funds in many universities. China's institutes of higher education can learn from the successful fund-raising experience of American universities, and further enhance the university's ability to raise funds.Firstly, Based on collecting and reading a lot of materials about higher education social donation in China and foreign countries, we conclude some successful experiences of social donation in foreign universities by compared analysis. We use qualitative and quantitative research methods to comprehensively analyze the history and actuality of China's higher education social donation, then employ the tools of statistics and comparative analysis to analyze the effect factors of China's higher education social donation, and build a proper theoretical model. According to the proposed theoretical model we take empirical analysis to study the effective financing methods and inherent mechanism of social donation, then make out the proper theoretical evaluation system of China's higher education social donation, which benefits the research and application of China's higher education.With full consideration of the national conditions and the overall national strength in China, we propose to stick to the socialism orientation, at the same time, ensure the increase of the fiscal investment in higher education, and strengthen the financial transfer payment function; give full play to social forces, mobilize the enthusiasm of all sides in the society, actively seek personal or social organizations'donation, keep the balance between efficiency, equity, and adequacy, and perfect the diversified investment system of higher education. Only through various coordinated efforts, development and growth of higher education can be sustained successfully.
