With development of higher education, China's doctorates degree spots and the number of current doctors of higher education specialty are relatively increasing. The increase just meets the need of the development of higher education and the buildup of the discipline, so that a lot of scientific researchers and managers in higher education field have been cultivated. Nevertheless, besides the quantities increase, we should also attach great importance to the improvement of the doctors' cultivation quality. Therefore, how to cultivate high-quality doctors in higher education field, and to establish a matchable cultivating model, which is one critical undertaking of doctoral education innovation. American higher education specialty, through nearly a hundred years' development, has been gradually accepted and followed as a successful paradigm, and whose doctorates cultivating model has a far reaching influence for world-wide countries. Thus making a comparative study of the specialty of higher education doctorates cultivating model between China and USA, finding out the gap, and referring to American experience to perfect our country's higher education specialty doctorates cultivating, all of which will do a great deal of good for improving China's quality of cultivating doctors in higher education field.Adopting three methods: comparative study method, literature study method and historical study, tins paper dose a lot work in collecting and trimming the literatures related to higher education specialty doctorates cultivating model in China and USA.Based on introducing higher education specialty doctorates cultivating history in China and USA, this paper selects American Harvard University, Columbia University, University of Pennsylvania, UCLA (University of California Los Angeles), University of Michigan and Chinese Xiamen University, Central China University Science and Technology, East China Normal University, Beijing University, and Tsinghua University 10 universities as main research objects, then differs and analyzes their doctorates cultivating objectives and methodologies, including types, and quality evaluating, and summarize the similarities and differences in higher education specialty doctorates cultivation. Based on referring to American experience and considering our country's specific environment, this paper proposes some improvement measurements, such as establishing diversified doctorate's cultivation objectives, innovating active doctorates recruit system, setting up reasonable doctorates curriculum system, implementing strict qualification examination and elimination system and strengthening doctor's degree thesis quality control.
