Under the condition of vocational education investment insufficiency and the scarcity of high quality vocational education resources, vocational education group is a way to realize the resources sharing, the best using of existing resources, the broadening of collecting money way.First, the thesis analyzes the background that causes vocational education group and its significance, and applies the economic theory of Transaction Cost, Economies of Scope, and Economics of Scale to research it.Second, based on the situation of vocational education group, the classification is explored and corrected in the thesis. According to the difference of developing ways, internal fission, exterior expansion, and mix expansion are firstly proposed. There exist merits and shortcomings in every type. The organization structure of vocational education group gets some enlightenment fromthat of enterprise group, but it has some own characteristics. Furthermore, there are some principles for the designing of organization structure of vocational education group.Third, Hunan Scientific and Technical Vocational Education Group, Henan Traffic Vocational Education Group, Xiamen Electronic Vocational Education Group, and Zhejiang Wanli Education Group are chosen as cases. Their work problems are found out. The solutions to the problems, which can be used by vocational education groups, are purposed in the two respects of government and vocational education group inside. Government should give some money and some benefits. Vocational education group should choose the right members, carry out goal management, set up a brand, pay attention to the coordination, and enhance the relationship between vocational school and enterprise.
