Since the early 1990s, a good many colleges and vocational schools have amalgamated which have made the schools enlarge very much in scale and resource. However,it can't be called real integration only when related culture is integrated. It is to be the emphasis of next work-phase .For these incorporated schools, integration of culture is harder than amalgamation of resource and culture reforming is hardest of all. Culture management grows from scientific management, respondence to time spirit which respects human spirit. School culture is the practice of managing theory on organizational culture. Culture management focuses on view of value, bases on human, and exerts motivation. School work is manly brain work. Teaching is creative and management index isn't clear, what's more, teaching effectiveness is lagged so that school management is supposed to take advantage of organizational culture theory. It's the social character that environment changes fast nowadays, it demands that vocational school should adapt to changes of environment. In the changing time, learning ability becomes the core factor for vocational school's existence and development. Therefore, Learning –type school is the destination of a vocational school. Integrating and reforming of amalgamated school's culture is materially reform on organizational culture. It will definitely meet with the resistance coming from different aspect in varied forms. Resistance has not only negative effect but also positive effect sometime. It's necessary to understand the reason that vocational schools culture's reform is hindered .We must treat the resistance with proper attitude but not escaping and suppressing. School will meet with varied challenges such as: limitation of time, lack of ability, disunity between leader's words and deeds, worrying about future and difficulty on assessing achievements, etc. To carefully dispose these challenges is the base for the successful culture reform.School culture focuses on view of value and concentrates on the realm of mentality which does not mean to neglect management systems and physical environment of school. Culture reform needs a straight-way, as well as an indirect-way. School systems substance environment and the people is the base for school's existence and forms the main carrier of school culture, which plays key role during school culture forms, maintains and develops. For realizing the integration and reforming of incorporated vocational schools, we must pay attention to set up school's view of value and at the same time construct the systems and physical environment that adapts to school culture's development.
