With entering the 21st century, the culture consumption becomes the mainstream consumption in the knowledge economy society. The development of culture consumption and cultural industry has great meaning for promoting person's full scale development and society progressive. This research tried hard to comprehensively understood the realistic condition of this local inhabitant culture consumption and to discover primary factor which affects the inhabitant culture consumption as well as the cultural consumption differences between the local inhabitant and external resident, from a sociological angle, through the real diagnosis investigation which expends to the Hubei northwest area small cities inhabitant culture.The paper had five major parts. The first part introduced the research goal and the significance, the research design, the research content and the method. The paper main body started from the second part. From three research angles which are the culture consumption level, the culture consumption pattern and the cultural consumption satisfaction degree respectively designing concrete target from the cultural service consumption and the cultural product consumption, it described and analyzed current cultural consumption status of Hubei northwest small cities inhabitant. The study discovered that the current Hubei northwest small cities inhabitant's culture consumption level assumes ascending trand, income dependence and structure multiplicity and it appeared that there were many choices and exuberant demands with slightly lack of supplies , specially education payout have occupied the absolute superiority in the current cultural consumption disbursemeThe third part discovered that the factors affecting the small cities inhabitant culture consumption had three aspects which are the person, the economy and the society, through quantitative analysis by withdrawing the influence factors which have the social characteristic. Meanwhile inhabitant's culture consumption has differences influenced by the factors as household register, age, occupation, years of schooling, yearly income etc.Under the premise of understanding the general situataion, the paper then analyzed the culture consumption behavior differences in different groups.The study discovered that: The cities household register inhabitant's culture consumption in the aspects of the consumption level consumption pattern and the consumption satisfaction degree were all higher than the countryside household register's. As a result of our country's long-standing city and the differences in both group status and relative group right of the local inhabitant and external resident in small cities, their cultural consumption behavior had differences, and owned remarkable characteristic.The fifth part summarized the research content, and pointed out some deficiency.
