The Research On Higher Education Quality Assurance System In Liao Ning Province Under The Background Of Sustainable Development

Higher education quality assurance movement started and developed from the 1980s. With the development of this movement, many countries, especially the developed countries have been engaged with both practical and theoretical exploration of higher education quality assurance. One decade later, the developing countries also listed quality assurance as a main issue of higher education reform and development. China started formally the movement after the State Education Commission issues "higher education institutions evaluation temporary provisions" in 1990. At the end of the 20th century, the idea of sustainable development has been introduced into Higher Education. Sustainable development of Higher Education makes the concept of sustainable development extend to education field, treats education as a "ecosystem". This thesis discusses the construction of regional higher education quality assurance system. It is under the background of sustainable development in the 21st century through research on the actualities of higher education, main factors that effect the higher education quality (for example: the shortage of teaching investment, the weakness of school management, the lack of teacher resources and the faultiness of higher education evaluative system, etc.) and existing questions in Liao Ning Province to accelerate regional higher education healthy, steady and sustainable development.On the basis of the research approaches of searching a large amount of documents and materials and theory research, after this research analyzed importantly the dialectic relation between the sustainable development strategy and regional higher education quality assurance system, it explained the necessity to construct higher education quality assurance system in Liao Ning Province under the background of sustainable development. According to analyze the actuality of higher education and main factors that effect higher education quality in Liao Ning Province, it has combed the existing questions in higher education quality assurance. This thesis emphasizes the basis principles for constructing regional higher education quality assurance system including: setting quality assurance service consciousness for regional economy and social development, strengthening the idea of teaching quality assurance on the basis of the human-oriented conception and establishing higher education quality standards for adapting modem requirement of regional economy and society. It brings forward the line and blue print to construct exterior and interior higher education quality assurance system in Liao Ning Province: the exterior includes investment assurance, system assurance and superintendence assurance; the interior includes teaching quality management, education environment assurance and teaching quality evaluation.
