Compared with the traditional knowledge-giving teaching method, the inquiring teaching as a new teaching method has great advantages which help students with their creative thinking and ability. It has become one of the important contents in the current education reform.Web-based teaching takes full advantage of the network, the openness of information and multiple teaching stimulation which can effectively inspire students to start positive thinking. Web-based teaching not only helps students think independently, but also helps them study cooperatively. Meanwhile, it strengthens students' basic knowledge. It is free from the restriction of time, space and books, which helps students promote their knowledge. Furthermore, it effectively develops students' character, and implement the teaching principle which means using different approaches to teach different students.Web-based teaching changes students' learning method, as well as changes teachers' teaching method completely. The relationship between students, teachers, materials and the media and the roles of teachers and students in the teaching process have been changed fundamentally. The new inquiring self-teaching and learning method can be created in this web-based environment.However, there are four problems in web-based learning to be solved. They are: the problem of changing the study habit and improving learning ability, lack of qualified teachers, lack of sharing resources and lack of suitable study resources.How to resolve the four problems of the current web-based learning is the major work of my study. Based on my practice, this article outspreads a series of topics: revealing problems---giving suggestive solutions---drawing conclusions --testing the conclusions in practice. To begin with, the thesis is to discuss the present situation and the problems of web-based environmental superiority. The thesis is to put forward the suggestion of creating the web-based teaching mode, which is under the teacher's instruction together with self-inquiring and cooperative learning-teaching mode. Afterwards, the roles in this teaching mode should be fixed.. According to this analysis, this paper designs the web-based inquiring-teaching system module and frame. And the detailed design of its function models is also explicated in the paper. Last but not the least, the article introduces the main functions of the designed system with presenting the trial tests and evaluations which will support my assumption of the efficiency of the web-based inquiry teaching system.
