To pursue fair education is an ancient concept of human society. Confucius holds that there's no class differentia among educated people, which expresses an ancient and simple idea of education and aims for fair education to all fair-born people who have the basic democratic privilege to be educated. In the western history, whatever Plato put forward to obligate primary education or Aristotle issue democratic education privilege guaranteed by the law, whose common idea is to ensure all people have the right to be educated fairly.At the beginning of 1990's, China has gradually entered into a period of rapid transformation. The society transformation means development which means change and innovation. Various kinds of conflicts and problems come out during the period of transformation for any society systems. The most outstanding problem that a great amount of disadvantaged people who cover above 80% population of peasants in China comes out. As contributors to the development of society, peasants are always sacrificed when society transformation happening, which becomes a rule and a weird matter.Many scholars are engaged to study how to change the current circumstances and transform peasants' social role. It is inevitable to encounter the rural education. In the phase of social development, unfair education has become increasingly outstanding and has been obviously classified. Because of society classification and imbalance between urban areas and rural areas. Compared with the urban education, the rural areas has dropped behind on educational information, educational experiment apparatus and teacher stuff etc., which results that individual can not enjoy the same quality and quantity education service in the education system and compete fairly with others.
