Since the implementation of the Law of Compulsory Education was promulgated in 1980s, China's compulsory education in rural areas has also gone from a period of relative fairness to widening the gap,basic education unfair triggered by the controversy has intensified, especially the reform of the fiscal system since the 1994, and the local revenues led to the imbalance in the uneven distribution of basic education, further more widening compulsory education level in different regions and different rural. July22,2007,"The Notice of the Ministry of Education with Regard to the Mechanism to Ensure Funding for Rural Compulsory Education Reform", which not only plays a important role in safeguarding the balanced development of compulsory education in rural areas from the policy, but also underlines the government to achieve a balanced development of compulsory education in their determination.However, the trend of development of China's rural basic education imbalance remains serious now, such an unbalanced view of the process main performance in the process and results. We focus on the fairness of the process currently; just start from the process fair solution is not enough by the current economic and social situation. Results and the process must be two-pronged, so rural basic education unfair status can be reversed as soon as possible. That is, to improve education through strengthening the result's fair, and not just thinks that it is too early to refer to the result's fair at this stage. Specifically it is necessary to have regard to the quality of teaching, as Premier Wen Jiabao in 2008 government work report said, "Let those children can not only go to school, but also access to quality education". To provide a platform for changing their own destiny for rural children though protecting the basic education fair, and all children who have received basic education in the future to stand on the same starting line; Let every school-age children have equal access to higher quality education, make sure that they are on the basis of the original and the talent within the scope permitted by the full development, that is the bounden duty of the government. For this purpose, the article study about the imbalance and unfair phenomenon in basic education with economic analysis in current China, and make relevant promotion to the educational process and the result; hope that it is useful for implementing the narrowing gap between basic educations and the balanced development in rural areas, also the realization of the rural basic education fair in current China.
