Based on multimedia computer technology and network communication technology,Modern distance education is a new form,which is characterized by space and time freedom, resource sharing, self- determination, opening and so on. The web-based course is the important carrier of the distance teaching and learning activities. During the process of developing modern distance education, various countries have realized that the quality of web-based course will have directly an effect on modern distance learning. With the implement of"the network course construction project in new century"and"the great development project of web-based course on teachers in primary and secondary continuing education", especially the several web-based course quality appraisal organized by The Ministry of Education, the development of web-based course has been accelerated in all schools, which has accelerated the pace of educational information.The design of web-based course is the first step during the course development. The optimum design can guarantee the following development and improve the quality of distance learning. It is very important to research on the theory and the practice of the web-based course design. Based on certain guiding ideology and design principle, the web-based course design is a planned activity, which presents the way, the content, the structure, the contact surface of the web-based course, according to the special goal, the study object, the study content, the environmental condition and so on. It is aimed at promoting the learner to study independently. According to these standards, this article elaborates the theories related to the web-based course design, and analyses the present domestic web-based course design and points out its disadvantages, then proposes the suggestion of designing high quality web-based course in view of the concrete problems aimed at enriching the modern distance education theory and providing the model for the distance learning practice.This article contains five parts:Introduction contains the following contents: the aim of the study, the status quo at home and abroad, the research method and the core concept of the article.The first part elaborates the theory of web-based course design and principle. The network course design is based on the modern education teaching theory, the visual psychological theory, following the principle of openness, the learner` s participation, the conformability, the interaction, and promotes the learner to study independently.The second part introduces the teaching design and artistic design of web-based course in details on the base of the first part.Based on the investigation statistics analytical table, the third part statistically analyses the web-based course sample which explained the present situation of the web-based course design, and points out the problems.The fourth part carries on how to design the higher quality of web-based course in view of the concrete problems.
