Changzhou is located in the Yangtze River Delta, the hinterland which leading China's economic, its society is relatively prosperous, and the economy is relatively developed, so that it has a strong internal demand and absorption ability for talents. In accordance with Changzhou's 11th Five-Year Plan on personnel planning, We should vigorously implement the talents strategies, that optimize the allocation of human resources is one of the key links, and modern technology in personnel assessment, as a scientific tool, plays a fundamental role in the distribution of talent.Based on widely absorbing former research achievements, this paper systematically studies the history, the theories and the methods of personnel assessment. It analyzes nowadays'application of personnel assessment in Changzhou by contrasting and using it as reference. Finding some current problems in Changzhou, it comes up with corresponding proposals for improving---- including technical bettering measures and some policies, according to the district development characteristic.This paper innovatively puts forward improving measures for every links in personnel assessment, including applying AHP and evaluating candidates by AHP.There are 5 chapters in this paper. Chapter 1 summarizes the significance, content and main ways for studying. Chapter 2 sums up relating theories of personnel assessment, introduces common methods for personnel assessment and explains the history of personnel assessment in and abroad as well as summarizes relating research literature. Chapter 4 puts forward personnel assessment techniques Changzhou supposed to take, including spread key techniques of application of personnel assessment, AHP and so on. Chapter 5 brings forward several proposals in policy, for instance, develop non-profit institutions, introduce competition system, set up personnel assessment system suitable for Changzhou, and strengthen criterions for assessment, so on so forth.
