Research On Social Security Of China's Athletes At Transition Period

From planned economy to socialist market economy, China's administrative system has experienced a number of major phased, step-by-step reforms. In this period of social transformation, great changes have taken place in our athletes'social security welfare. However, compared to the development of China's competitive sports, China's social security welfare for athletes has become increasingly stagnant, there have been some new and unprecedented problems, especially social security prolems occurring to those athletes who have made important contributions to the country caused great concern from wide range of sports workers and the society. Although the number of athletes in the country only amounts to a very small percentage of workers, the status and influence of star athletes in the hearts of the people is enormous. With enough money to train our athletes for winning gold medals, we can't support them after they win the champion; they are shining stars in the arena, but they have to endure the embarrassment of poverty after they retire. These are the main problems in the current social security for our athletes. It has become a major obstacle to hinder the the cause of the development of competitive sport in China, adversely affect the social fairness and justice, and are incompatible with the objectives of building a people-oriented, people's-livelihood-centered and harmonious society.In this paper, with the collection, collation and analysis of the literature, through the analysis of the connotation of social security in the transition of China's athletes, and a comparison of the current situation and existing problems of retired athletes at home and abroad and their re-employment channels and social security, practical and feasible countermeasures are suggested for athletes'social security in the transitional period, with the intention of optimizing the social security for China's athletes.The situation and existing problems of China's athletes'social security in the transitional period are: excessive reliance on the protection of athletes, weak insurance awareness, athletes'dissatisfaction with the wage benefits, low financial compensation for gold winners after their retirement, worrisome resettlement of retired athletes, ineffectiveness in educating and protecting athletes, inadequate protection for disabled athletes, and the high standard for entering Postgraduate Colleges, etc.The factor leading to the main difficulties in social security for China's athletes include social factors of the transition, the weakening of the government's power, advantages and disadvantages highlighted in the implementation of the current system of sports, unreasonable competing training institutions, the failure in service awareness of sports administrative departments to keep pace with the situation, the slow development of athletes-relevant legislation and social security management system.Measures to resolve the problems in current social security for athletes in the transitional period are: athletes continuously improving the social security system and entering into the entire social security system as soon as possible, reform of the legal system involving sports into market-oriented, social and human development; training athletes to follow education law; people-oriented of the retired athletes do a really good job placement guarantee the establishment and the proper use of public welfare funds, introduced to speed up the relevant policies and regulations; strengthen the insurance athletes, disabled athletes strengthen Social Security.This study is intended to provide some sports departments in charge of guiding the practice with the theoretical support for better promotion of China's sports undertaking to achieve sustainable development and for building a people-oriented, harmonious society Importance is attached to useful exploration of the livelihood of the people.
