The most obvious characteristic of the new era is reform and opening up. Currently, colleges and universities promote in-depth reform of the personnel system, changing employment mechanism, it is imperative to implement the teacher appointment system. College teachers appointment system as the core of the personnel system reform, is a fundamental, long-term changes in the system, directly related to the vital interests of the majority of teachers and the overall development of the schools. This study is based on the reform and theoretical background, and makes a comprehensive summation of University Teachers- appointment-system's formation, development, effectiveness and the prominent problems. And analyzes causes of the problem and seeks the way to solve the problem.This paper from four components:Introduction is the first part, it briefly expounds on the theme of this paper and research significance; defines the basic concept of "teacher appointment system"; expounds on he basic meaning and research conditions; expounds on the main methods, the structure and possible chapter innovation point.The second to fourth part of the papers are composed of the "one" or "two" and "three" big paragraph. The second part analyzes the appointment system for teachers in colleges and universities in the development history and actual situation. Reviewing the historical process, the evolution of the college teachers' appointment system is summarized to three period , which is "formative years, exploration period and improving period". Using a large number of material, informative data, objective method, it summarizes the effectiveness of the appointment system for teachers .The third part analyzes the emerging issues in the implementation of appointment system for university teachers .It is because of the lack of authority in setting up positions, the single teacher posts imports and the sluggish exports, difficult to establish a scientific and reasonable indicators to evaluate the system, and employing teachers is weakened , teachers appointment system did not materialize the true sense of appointment system.The fourth part is to seek the way of improving appointment system for university teachers. It is necessary to carefully organize, standardized operation, correctly handle the relationship of the grasp-setting, hiring and examination, and correctly handle the relationship between introduction and training, between attracting and using, between incentive and restraint, between reform, development and stability. There are some new ideas in this paper. First, there has been innovation in research perspective, most of current research of appointment system for teachers are theoretical study, macro research, although micro also was studied, but it was not thorough enough. This paper focus on analysis of the current appointment system for teachers in the implementation of the existing problems, and then to propose solutions to problems initiatives, and has a strong practical significance. Second, the research methods is scientific and reasonable. In the course of research it used a large number of empirical materials. Finally, this paper focuses on micro-issues, its suggestions is operable and can be used directly in the work of the appointment system reform.
